Notice of Public Hearing
Notice is hereby given pursuant to Section 28.2-1302 of the Code of Virginia, that the Northumberland County Wetlands Board, at a meeting in the Board of Supervisors Room of the Old Courthouse in Heathsville, Virginia, on Tuesday, August 12, 2014, commencing at 7:30 P.M., will consider the following applications for wetland and/or coastal primary sand dune and beach permits:
Request by A. Lynn & Debra W. Burnette (V.M.R.C. #14-1033) to remove an existing groin and construct a new low-profile timber groin 48 feet long from the shoreline of the Potomac River and Winnegance Lane.
Request by Brian L. Connor (V.M.R.C. #14-1041) to install 104 linear feet of riprap revetment channelward of an existing bulkhead along the shoreline of the Little Wicomico River and 132 Ferry View Drive.
Request by Andrew P. Dwyer (V.M.R.C. #14-0918) to remove an existing failing bulkhead and construct 110 linear feet, including return walls, of bulkhead in the same footprint along the shoreline of Owens Pond and 373 Timberline Drive.
Request by James M. Evans (V.M.R.C. #14-1074) to construct 97 linear feet of bulkhead along the shoreline of Cockrell Creek and 1812 Fleeton Road.
Request by Harbour Pointe Homowners Association (V.M.R.C. #14-1046) to construct 230 linear feet, including return wall, of timber jetty channelward of an existing jetty in Hacks Creek at 690 Witch Duck Lane.
Request by Charles A. McNichols (V.M.R.C. #14-1004) to install 152 linear feet of riprap sill along the shoreline of the Potomac River and 493 Potomac Drive.
Request by Genrose Monola (V.M.R.C. #14-0940) to install 134 linear feet of riprap sill with 40 cu. yds of beach nourishment and 500 sq. ft. of wetlands vegetation plantings along the shoreline of Dividing Creek and 728 Whittaker Lane.

PURPOSE OF NOTICE: To seek public comment on the Department of Environmental Quality (DEQ) initiated modification of existing permits from DEQ that allow the land application of biosolids in Northumberland County, Virginia.
PUBLIC COMMENT PERIOD: July 30, 2014 to September 2, 2014
PERMIT NAME: Virginia Pollution Abatement issued by DEQ, under the authority of the State Water Control Board
PERMIT NUMBER, OWNER NAME ADDRESS: The following permits authorize the land application of biosolids on agricultural sites in Northumberland County: VPA00816, RECYC SYSTEMS, INC., PO Box 562, Remington, Va 22734; and VPA00838, MILTON F. WRIGHT TRUCKING, INC., 16208 Eagle Flight Circle, Woodbridge, Va 22191
PROJECT DESCRIPTION: The DEQ has initiated the modification of permits identified above to incorporate amendments to regulations pertaining to biosolids, 9VAC25-32 and 9VAC25-20, which became effective on September 1, 2013. Significant changes involve provisions for biosolids staging, sign posting and notifications, landowner consent, setbacks and field operations.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The name/number of the permit for which a public hearing is requested. 2) The reason why a public hearing is requested. 3) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 4) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
