A boating accident in August 2017 that left one person dead has resulted in Lancaster County’s Commonwealth Attorney Jan Smith seeking manslaughter charges in the death of Graham McCormick.
McCormick’s body was found floating in Carter’s Creek in August of 2017, off the Rappahannock River after a night of partying with friends.
John Randolph “Rand” Hooper was indicted on felony charges of involuntary manslaughter while operating a boat while under the influence of drugs or alcohol.
Hooper also faces felony charges of failing to render aid to a boating accident victim.
According to the investigation, authorities believe that the two good friends had been out for a night of partying and had dinner in Irvington before heading back to Hooper’s parent’s house in Irvington.
Investigators believe that at some point the boat struck a bulkhead in the creek and the impact may have caused McCormick to be thrown overboard. At that point Hooper drove the boat back to the dock leaving McCormick in the water.
